With your numbers advantage you could win every fight easily but Andy is trying to scout your forces by getting you to commit them and if you commit them all he'll scout them and get a lot of points easily. Andy doesn't have to win fights to gain points. You must commit enough to win fights though so it'll be a balance of the scouts hitting the enemy pickets and then being reinforced enough to win (or strong enough to win by themselves) but not so much to give most of your force composition away.
Also don't underestimate the guerrilla activity. It may be nothing but it may be a serious drain on your supply points (I'll send supply points and how to use them later).
